Preamble

We, the members of the African Association of Miyagi (AFAM), united by a shared commitment to promoting African identity, fostering intercultural understanding, and strengthening Africa–Japan relations, hereby establish this Constitution.

Recognizing the importance of unity, collaboration, and structured leadership, we dedicate ourselves to building a vibrant, inclusive, and impactful organization that supports African students, professionals, and partners in the Tohoku region of Japan and beyond.

Guided by the principles of Ubuntu and mutual respect, we affirm our commitment to education, cultural exchange, leadership development, and community engagement.

Article 1: Name and Legal Status
  1. The name of the organization shall be the African Association of Miyagi (AFAM).
  2. AFAM shall operate as a non-profit, non-political, and non-religious organization.
  3. The headquarters shall be located in Miyagi Prefecture, Japan, with operational reach across the Tohoku region and beyond.
Article 2: Vision, Mission, and Objectives

2.1 Vision

To be a leading platform for African excellence, cultural diplomacy, and international collaboration in Japan.

2.2 Mission

To promote unity among Africans, foster Africa–Japan relations, and contribute meaningfully to society through education, culture, and leadership.

2.3 Objectives

  • Promote African culture, heritage, and identity
  • Support African students and professionals in Japan
  • Facilitate academic, business, and cultural exchanges
  • Strengthen partnerships with institutions, governments, and organizations
  • Provide leadership and development opportunities
  • Serve as a bridge between Africa and Japan
Article 3: Organizational Structure

3.1 Central AFAM Body

AFAM shall operate under a Central Governing Body, which is the highest decision-making authority of the organization.

3.2 Student Wings (University Chapters)

  1. Student Wings may be established in universities including but not limited to:
    • Tohoku University
    • Miyagi University
    • Yamagata University
    • Akita University
    • Iwate University
  2. These chapters are integral parts of AFAM, not independent entities, and shall operate under the authority and guidance of the Central Body.
  3. Each Student Wing President shall represent the chapter and participate in Central Executive meetings.

3.3 Committees

AFAM may establish committees including:

  • Culture and Events Committee
  • Education and Research Committee
  • Membership and Welfare Committee
  • Media and Communications Committee
  • Partnerships and External Relations Committee
Article 4: Membership

4.1 Categories of Membership

  • Student Members
  • Professional Members
  • Institutional Members
  • Honorary Members

4.2 Membership Principles

  • All members shall be registered in a centralized AFAM Membership Database.
  • Membership is open to individuals and institutions that support AFAM’s objectives.
  • Members shall uphold the values and principles of AFAM.

4.3 Rights of Members

  • Participate in AFAM activities
  • Vote where applicable
  • Access programs and opportunities
  • Contribute to decision-making processes

4.4 Responsibilities of Members

  • Respect the Constitution
  • Promote unity and cooperation
  • Act in the best interest of AFAM
Article 6: Meetings
  1. General Meetings shall be held periodically.
  2. Executive Meetings shall be held regularly.
  3. Student Wing Presidents shall participate in Executive Meetings.
  4. Decisions shall be made through consensus or majority vote.
Article 7: Finance
  1. AFAM funds shall be derived from membership contributions, donations and sponsorships, grants and partnerships, and event revenues.
  2. Financial management shall ensure transparency, accountability, and proper documentation.
  3. The Treasurer shall present periodic financial reports.
Article 8: Partnerships and Collaboration

AFAM shall collaborate with universities, government agencies, embassies, diplomatic missions, NGOs, international organizations, and private sector partners in support of its mission.

Article 9: Discipline and Ethics
  1. Members shall uphold high ethical standards.
  2. Misconduct may result in warning, suspension, or termination of membership.
  3. All disciplinary actions shall follow due process and fairness.
Article 10: Amendments
  1. This Constitution may be amended when necessary.
  2. Amendments shall require proposal by the Executive Body or members and approval by majority vote.
Article 11: Dissolution
  1. AFAM may be dissolved only by a two-thirds majority decision.
  2. Upon dissolution, assets shall be used for purposes aligned with AFAM’s mission.
Article 12: Adoption

This Constitution shall take effect upon approval by the members of the African Association of Miyagi (AFAM).

5.2.2 Functions

The Student Wing Executive Committee shall:

  • Coordinate activities at the university level
  • Support AFAM programs and initiatives
  • Recruit and engage members
  • Serve as a link between students and the Central Body

The Chapter President shall:

  • Represent the Student Wing at the Central Executive level
  • Participate in Central Executive Meetings
  • Present periodic reports on activities and membership

5.3 Term of Office (Student Wings)
  1. The term of office for all Student Wing Executive Members shall be two (2) years.
  2. A member may be re-elected or re-appointed for one additional term only, subject to performance and eligibility.
  3. In exceptional circumstances, the Central Body may approve interim extensions not exceeding six (6) months.
  4. Where a position becomes vacant before the end of a term:
    • The Vice President or next appropriate officer shall act in that role, or
    • A replacement shall be appointed or elected in accordance with this Constitution.
5.4 Election and Appointment Process (Student Wings)
5.4.1 Election Principle

Student Wing leaders shall be selected through a transparent, fair, and structured process, ensuring legitimacy and accountability.

5.4.2 Election Process
  1. Elections shall be conducted at the university level.
  2. Eligible candidates must:
    • Be registered AFAM members
    • Be active participants in AFAM activities
    • Demonstrate leadership capability and commitment
  3. The election process shall include:
    • Nomination of candidates
    • Brief presentation or statement of intent
    • Voting by registered Student Wing members
  4. Voting may be conducted through physical ballots or verified digital platforms such as Google Forms.
5.4.3 Oversight
  1. The Central AFAM Body shall supervise or validate all Student Wing elections and ensure fairness, transparency, and adherence to guidelines.
  2. Election results shall only be considered valid upon Central Body confirmation.
5.4.4 Appointment (Where Necessary)
  1. Where elections are not feasible, the Central Body may appoint interim leaders.
  2. Such appointments shall:
    • Be temporary
    • Not exceed one (1) year
    • Transition into a formal election process as soon as practicable
5.4.5 Transition
  1. Outgoing leaders shall ensure a proper handover process, including documentation, membership records, and ongoing activities.
  2. The Central Body may provide guidance to ensure continuity.
5.5 Functions of Leadership

  • Oversee operations and programs
  • Ensure accountability and transparency
  • Strengthen partnerships and external relations

  • AFAM operates as one unified body
  • Student Wings are integrated structures within AFAM

AFAM Electoral Guidelines for Student Wings

1. Purpose

These guidelines provide a standardized framework for the election and appointment of Student Wing leadership, ensuring transparency, fairness, consistency across universities, alignment with the Central AFAM Body, and leadership continuity.

2. Scope

These guidelines apply to all AFAM Student Wings, including:

  • Tohoku University
  • Miyagi University
  • Yamagata University
  • Akita University
  • Iwate University
  • Any future AFAM-recognized university chapters
3. Electoral Authority
  1. Elections shall be conducted at the Student Wing level.
  2. The Central AFAM Body shall oversee and validate all elections and approve final results.
  3. No election shall be considered valid without Central Body confirmation.
4. Eligibility Criteria

4.1 Candidates must:

  • Be registered in the AFAM central database
  • Be active students of the respective university
  • Demonstrate commitment to AFAM activities
  • Exhibit leadership potential and integrity

4.2 Voters must:

  • Be registered AFAM members within the Student Wing
  • Be in good standing

6. Electoral Process

6.1 Election Timeline

  • Announcement: 1 week
  • Nominations: 1–2 weeks
  • Campaign / Presentation: 1 week
  • Voting: 1–3 days
  • Validation: within 1 week

6.2 Nomination Process

  • Candidates may be self-nominated or nominated by another member with consent.
  • Nominees must submit their name, position sought, and a brief statement of intent.

6.3 Campaign Guidelines

  • Campaigning shall be respectful and issue-based.
  • Misinformation and personal attacks are prohibited.
  • All campaigns must reflect AFAM values of unity and collaboration.

6.4 Voting Methods

  • Secret physical ballot under supervision, or
  • Verified digital voting using approved platforms such as Google Forms
7. Election Committee
  1. Each Student Wing shall form an Election Committee of 2–3 neutral members.
  2. At least one representative shall be approved by the Central Body.
  3. The Committee shall conduct elections, ensure fairness, count votes, and report results.
8. Result Validation
  1. Election results shall be submitted to the Central AFAM Body.
  2. The Central Body shall review the process, confirm compliance, and officially endorse results.
  3. Only validated results shall be announced as final.
9. Appointment Procedure (Special Cases)
  • Where elections are not feasible, the Central Body may appoint interim leaders.
  • Appointments shall not exceed one year and must transition into formal elections as soon as practicable.
10. Term Limits
  • Standard term: 2 years
  • Maximum: 2 terms (4 years total)
  • Interim appointments do not count as a full term unless they exceed one year
11. Handover Process

Outgoing executives must provide:

  • Membership records
  • Activity reports
  • Financial records where applicable
  • Ongoing project details

A formal handover meeting shall be held, with Central Body oversight where necessary.

12. Dispute Resolution
  1. Election disputes shall be submitted to the Central AFAM Body.
  2. The Central Body shall investigate complaints and make final and binding decisions.
13. Ethics and Conduct
  • All participants shall uphold integrity and fairness.
  • All participants shall respect democratic principles.
  • All participants shall promote unity within AFAM.

Violations may result in disqualification or disciplinary action.

14. Digital Integration

All elections must be linked to the AFAM Central Membership Database to ensure verified voters, accurate records, and institutional continuity.

15. Final Authority

These guidelines derive authority from the AFAM Constitution. The Central AFAM Body retains ultimate authority over interpretation and implementation.
